During the State of the Union address, Coast Guard Petty Officer 2nd Class Scott Ruskan was awarded the Legion of Merit award for rescuing Milly Cate McClymond and dozens of other girls at Camp Mystic in the Texas Hill Country during a flash flood last summer.
