In a surprise move at the end of the Breckenridge City Commissioners meeting tonight, Tuesday, Oct. 13, City Manager Cynthia Northrop announced her resignation, effective Nov. 30.

Northrop made the announcement after she, the commissioners, the mayor and the city’s attorney returned from an hour-long executive session. The executive session agenda included three topics: “Open Meetings,” a discussion about real estate, and “City Manager,” which was not otherwise described.

Breckenridge Mayor Kord Trammel said the announcement was a surprise to the commissioners and that Northrop would begin working on finding an interim city manager.

In making her announcement, Northrop read her letter of resignation aloud, saying:

“Please accept this letter as my formal notice of resignation from my role as the city manager of Breckenridge, Texas. As required in my contract, I am providing 45-day notice. My last day will be November 30, 2026. With the support of the mayor and city commissioners, past and present, and the hardworking, dedicated staff of the City of Breckenridge and its citizens, we have made tremendous strides in achieving goals we identified through the strategic plan we developed when I arrived. And when I say we, I mean a collaboration between all the employees, department heads, mayor, commissioners, community leaders, and citizens. These are tangible accomplishments in alignment with our strategic plan over the last four years. And though not all inclusive, they include investment in our infrastructure: 7.4 million in street improvements, 1.2 in public facilities, public works facilities, and park facilities, water wastewater projects totaling over 15 million, matching splash pad of 430,000, and that’s in progress, as you know; mapping our infrastructure, which is huge for the city of Breckenridge; and investment in our employees – pay raises, certification pay, improving our employee culture and a new fire station that is in progress. During my remaining time, I will do my best to ensure a very smooth transition and recommend onboarding an interim city manager, in which I am happy to assist. Please let me know how I can best assist with handing off my duties or wrapping up my current projects.”

After the meeting adjourned, she told the Breckenridge Texan that she is pursuing options. “I’ve got some things in mind that I’m going to do. I don’t have anything lined out right now,” she said.

Northrop was hired for the Breckenridge City Manager position in August 2022.
