Breckenridge City Manager Cynthia Northrop named one of three finalists for city manager position in Marshall
Breckenridge City Manager Cynthia Northrop has been named as one of the three finalists for the City of Marshall’s city manager position.
According to information from a news release on the City of Marshall’s website, the City Council has narrowed the candidate pool to three finalists, Northrop, Greg Smith of Jacksonville and Mike Murray of Bridgeport.

All three finalists had interviews with the Marshall City Council members and City of Marshall staff members prior to a public reception on Monday, April 27. Earlier this month, the city council participated in virtual interviews as part of the process to determine the finalists.
Community members from Marshall submitted questions and offered up their opinions on the candidates. According to the City of Marshall’s Facebook page, the city council will consider those opinions before making their final decision.
According to an article by Robin Y. Richardson in the Marshall News Messenger, at the public meeting Northrop said, “There are a lot of parallels between Breckenridge and Marshall, in water and infrastructure, in community development. Again, my big thing is I’m really passionate about community. I like connecting with people. I think it’s really important to have an open-door policy and get to know people and get to know your viewpoint.”
Northrop moved to Breckenridge in September 2022 to take the City Manager position. She had previously been the city administrator in Rhome, Texas.
According to agendas on the City of Marshall website, the city council there will have a series of special-called meetings, beginning at 7:30 a.m. Thursday, April 30, and continuing on May 1 and May 4 to discuss the city manager candidates and make a decision.
Marshall is a city with a population of about 24,000 in East Texas, between Longview, Texas, and Shreveport, Louisiana.
