District Attorney’s Office releases list of pleas for November and January
The 90th Judicial District Attorney’s Office’s recently released the following list of cases that were pleaded in November and January.
November 2023
- Troy Nathan Brown, 20, of Breckenridge, pleaded guilty to the offense of Prohibited Substance in Correctional Facility, and was sentenced to six years confinement in the Texas Department of Criminal Justice – Institution Division (TDCJ-ID) and ordered to pay $500 fine, restitution, and court costs.
- Kevin Lynn Conner, 50, of Breckenridge, pleaded guilty to the offense of Possession of Controlled Substance Penalty Group 1/1-B – One Gram or More but Less Than Four Grams – Methamphetamine and was sentenced to five years confinement in TDCJ-ID, and ordered to pay a $2,000 fine, restitution, and court costs; and, pleaded guilty to the offense of Possession of Controlled Substance Penalty Group 1/1-B – Less Than One Gram – Methamphetamine, and was sentenced to 18 months confinement in the Texas Department of Criminal Justice and ordered to pay restitution and court costs.
- Kobie Dillon Thornhill, 32, of Breckenridge, pleaded Not True to the violations alleged in the State’s Motion to Adjudicate Community supervision for the offense of Assault Public Servant. The Court found the defendant to be True in his violations, and he was sentenced to two years confinement in TDCJ-ID and ordered to pay remaining court costs.
- Vanessa Rosie Watson, 19, of Breckenridge, pleaded guilty to the offense of Engaging in Organized Criminal Activity, and was sentenced to five years community supervision and ordered to pay $1,500.00 fine, restitution, and court costs.
- Randy Lee Koger, 35, of Breckenridge, pleaded guilty to the offense of Driving While Intoxicated – Lesser Included offense, and was sentenced to two years community supervision and ordered to pay $1,500 fine and court costs.
January 2024
- Robert Shannon Stoker, 44, of Marble Falls, pleaded guilty to the offense of Possession of Controlled Substance with Intent to Deliver Four Grams or More but Less Than 200 Grams – Methamphetamine, and was sentenced to 35 years confinement in the TDCJ-ID and ordered to pay $2,000 fine, restitution, and court costs.
- Carlos Xavier Acosta, 24, of Cisco, pleaded guilty to the offense of Aggravated Robbery and was sentenced to 10 years community supervision and ordered to pay a $2,000 fine, restitution, and court costs; pleaded guilty to the offense of Possession of Controlled Substance Penalty Group 1/1-B – One Gram or More but Less Than Four Grams – Methamphetamine, and was sentenced to 10 years community supervision and ordered to pay restitution and court costs; and, pleaded guilty to the offense of Burglary of Building, and was sentenced to five years community supervision and ordered to pay court costs.
- Ashley Ann Meador, 35, of Breckenridge, pleaded guilty to the offense of Abandon/Endanger Child Intentionally/Knowingly/Reckless/Criminal Negligence, and was sentenced to five years community supervision and ordered to pay $500.00 fine, restitution, court costs; and, pleaded guilty to the offense of Abandon/Endanger Child Intentionally/Knowingly/Reckless/Criminal Negligence, and was sentenced to five years community supervision and ordered to pay court costs.

As a non-profit news outlet, the Breckenridge Texan depends on donations, in addition to ad sales, to fund daily operations, including website costs, freelance writers, and basic office expenses. The organization aims to raise $4,000, which could be tripled to $12,000 through various matching programs, including the NewsMatch program and the Rural Partner Fund, which is supported by several major foundations.
Founded in 2017 by journalists Tony Pilkington and Carla McKeown, the Breckenridge Texan provides daily local news coverage, weekly newsletters, photo galleries, a community calendar, and obituaries. The outlet serves both local residents and people outside the community seeking information about Breckenridge and Stephens County, including potential new residents and businesses. They chose the non-profit structure to maintain local control of news coverage while minimizing the financial burden on the community.
