DA’s Office announces plea deals for March, April

Stephens County District Attorney Dee Peavy’s office recently released the following list of plea deals that were made in the 90th Judicial District Court.

March 2023

  • Cara Dianne Thetford, 40, Breckenridge, pleaded guilty to the offense of Possession of Controlled Substance PG1-1/B – One Gram or More but Less Than Four Grams – Methamphetamine and was sentenced to six years confinement in the Texas Department of Criminal Justice – Institutional Division (TDCJ-ID) and ordered to pay a $500 fine, restitution, and court costs; and pleaded true to the allegations alleged in the State’s Motion to Adjudicate Community Supervision for the offense of Credit Card or Debit Card Abuse Against Elderly Individual, and was sentenced to six years TDCJ-ID, and to pay remaining fine and court costs.
  • Kneely Ryan Delk, 37, Breckenridge, pleaded guilty to the offense of Evading Arrest or Detention with Vehicle and was sentenced to 10 years community supervision, and ordered to pay restitution and court costs.
  • Matthew Jason Spooner, 40, Breckenridge, pleaded guilty to the offense of Indecency with Child by Sexual Contact and was sentenced to 10 years community supervision, and ordered to pay $1,500 fine and court costs.
  • Victoria Lorraine Winblad, 52, Breckenridge, pleaded guilty to the offense of Possession of Controlled Substance Penalty Group 1/1-B Less Than One Gram – Methamphetamine and was sentenced to three years community supervision, and ordered to pay $750 fine, restitution and court costs.
  • Clay Elmer Green, 45, Breckenridge, pleaded guilty to the offense of Assault Causes Bodily Injury – Lesser Included Offense and was sentenced to two years community supervision, and ordered to pay court costs.

April 2023

  • Eithan Max Collins, 22, Breckenridge, pleaded Not True to the violations alleged in the State’s Motion to Adjudicate Community Supervision for the offense of Burglary of Habitation. A contested hearing was held, and Mr. Collins was found to be true in eight of the alleged violations, and was sentenced to 20 years confinement in the Texas Department of Criminal Justice – Institutional Division (TDCJ-ID), and ordered to pay remaining fine and court costs.
  • William Chad Proffitt, 44, Graham, pleaded true to the allegations alleged in the State’s Motion to Adjudicate Community Supervision for the offense of Burglary of Habitation and was sentenced to eight years confinement in the TDCJ-ID, and ordered to pay remaining fine and court costs.
  • Chance Lee Mapp, 34, Breckenridge, pleaded guilty to the offense of Possession of Controlled Substance Penalty Group 1/1B Four Grams or More But Less Than 200 Grams – Methamphetamine, and was sentenced to eight years of community supervision, and ordered to pay $1,000 fine, restitution, and court costs; and pleaded guilty to the offense of Unlawful Possession of Firearm by Felon and was sentenced to eight years of community supervision, and ordered to pay court costs.
  • Joshua Simental, 17, Levelland, pleaded guilty to the offense of Assault Family/Household Member – Impede Breath or Circulation, and was sentenced to five years community supervision, and ordered to pay $750 fine and court costs.
  • Billie Deonna Alford, 36, Breckenridge, pleaded guilty to the offense of Possession of Marijuana Five Pounds or Less But More Than Four Ounces, and was sentenced to three years community supervision, and ordered to pay $1,000 fine, restitution, and court costs.
  • Jennifer Renee McCormick, 41, Breckenridge, pleaded guilty to the offense of Injury to Child – Reckless Bodily Injury, and was sentenced to two years community supervision, and ordered to pay $750 fine and court costs.

The organization aims to raise $4,000, which could be tripled to $12,000 through various matching programs, including the NewsMatch program and the Rural Partner Fund, which is supported by several major foundations.

Founded in 2017 by journalists Tony Pilkington and Carla McKeown, the Breckenridge Texan provides daily local news coverage, weekly newsletters, photo galleries, a community calendar, and obituaries. The outlet serves both local residents and people outside the community seeking information about Breckenridge and Stephens County, including potential new residents and businesses. They chose the non-profit structure to maintain local control of news coverage while minimizing the financial burden on the community.
