Stephens County accepting applications from non-profits for La Casa Wind Project funding

Stephens County is currently accepting applications from local non-profit organizations to receive donation funds provided through the La Casa Wind Project’s tax abatement agreement. The deadline for submitting a request is Nov. 1, 2026.

The funds will be awarded by the Stephens County Commissioners Court.

The abatement agreement between La Casa Wind, LLC, and Stephens County requires the company to contribute a total of $75,000 each year to local non-profit organizations designated by the Commissioners Court. The funds cannot be used for any other purpose and cannot be put into the County’s general fund. Additionally, the funds are separate from the PILOT (payment in lieu of taxes) payment that La Casa Wind will make to Stephens County every year for 10 years.

Organizations that may apply for the charitable funds include those recognized by the IRS as tax-exempt, in good standing with the State of Texas (or providing qualifying substitute documentation), and providing programs or services that benefit Stephens County residents. Churches, local chapters of national organizations, and unincorporated groups may also qualify.

No special form is required for application. Applicants need to submit a letter organized into three specific sections:

  • Section 1 (Organization Information): The legal name of the organization, the date it was established, and its primary mission.
  • Section 2 (Allocation Request): The requested allocation amount; a description of the specific programs, services, projects, or activities the funds will support; and details on who will benefit and how the work serves Stephens County residents.
  • Section 3 (Required Documents): An IRS tax-exempt determination letter, a Status or Certificate of Account Status from the Texas Comptroller of Public Accounts (SOSDirect), and a signed certification form (click here to download).

If an organization does not have all of the documentation listed above, they may submit substitute documentation. The County may have additional questions for the organization.

Funds cannot be used to pay employees, employment benefits, or contract labor, and must be used exclusively for purposes approved by the Commissioners Court. Applying does not guarantee an award, and the amount awarded may be less than requested.

Applications must be received by Nov. 1, 2026. Submissions can be sent by email to commissioners@stephenscountytx.gov with “La Casa Non-Profit Application” in the subject line, or submitted by mail or hand delivery to the Office of the County Judge at the Stephens County Courthouse, 200 West Walker, Ste. 114, Breckenridge, Texas 76424.

The Commissioners Court will review applications and select recipients during an open meeting. Selected organizations may be asked to sign a written funding agreement before payment, with checks issued by La Casa Wind in December 2026 or January 2027.

For more information, call the County Judge’s Office at 254-559-2371.
